v0.9.0 - Run upgrades overhaul + more

This update overhauls the system for "run upgrades" and brings it much closer to its final form. The systems for permanent/meta upgrades (ie marbles and stamps) are still mostly unimplemented.
Changelog
- Run upgrades are now chosen at the beginning of each round, starting round 2
- Run upgrades now have rarities: common, uncommon, and rare
- Make more stats upgradable
- Add 12 new upgrades (with placeholder art)
- Change most damage-increase upgrades to only add to damage, rather than multiply it
- Tweak many existing run upgrades
- Simplify many upgrade descriptions
- Adjust player's base stats
- Significantly change difficulty curve in Arid Enclave
- Tweak enemies
- Improved bullet impact visual
- Update art for stamp pickups
- Other fixes and tweaks
